FAQs About Small Off-Road Engine Compliance and Regulations

As outlined by the California Air Resources Board (CARB) in their publication “Small Off-Road Engine Regulations Frequently Asked Questions,” CARB has updated its regulations to curb emissions from small off-road engines (SORE), with full implementation beginning in the 2026 model year. These regulations aim to address the high pollution levels from equipment such as lawnmowers and leaf blowers. 

CARB’s updated SORE regulations apply to manufacturers, retailers, distributors, and sellers of new spark-ignition engines under 25 horsepower. Existing owners and users can continue to operate their current gas-powered equipment without interruption. Landscapers and other professionals are not required to replace their equipment immediately, and they can transition to zero-emission options at their own pace.
