As reported by the California Air Resources Board (CARB) in its document “Evaporative Emission Control System Components Certified for Use on Engines Through Model Year 2022, 2023, or 2024 May Be Referenced on Certification Applications for Model Year 2025 Engines,” the U.S. Environmental Protection Agency (EPA) has granted CARB’s request to enforce stricter regulations on small off-road engines (SORE). The ruling, published on January 6, 2025, outlines the transition to these new standards, particularly focusing on the model year 2025 and its compliance requirements.
The background of this regulatory shift dates back to December 2021, when CARB approved stricter emission standards for SORE beginning in model year 2024. After a formal request to the EPA in 2022 and a public hearing in 2023, the authorization was granted. However, since model year 2025 is already underway, CARB will allow manufacturers to certify engines either under the 2023 standards or the new 2025 standards for the remainder of the year.
